This flowchart summarizes the process, which the Texas Department of Transportation follows to take a project from initial inception through construction.

The blocks on the left-hand side of the flowchart indicate major tasks in the project development process. The flowchart then breaks these tasks into steps that are required to bring a project to a stage ready for construction. The four stages of project development are listed along the top in white blocks.

Projects must be designated as Priority 1 projects for actual construction to begin. Projects designated as Priority 2 can be developed through the point of right-of-way acquisition, utility adjustment and contract plan preparation.

The legend at the bottom of the flowchart indicates by color where the Interstate Project Office was in the process at the time this display was presented in the initial round of public meetings.
